China Port Visa — What It Actually Is, and Who Can Use It

What a China port visa actually is

Under China's Exit and Entry Administration Law, a foreign national who needs to enter China urgently — for humanitarian reasons, invited urgent business or rush repair work, or another important reason — and who holds materials proving the competent department's consent, may apply for a visa at a port visa authority authorized by the Ministry of Public Security, at ports designated by the State Council for this purpose.

The key mental model from NIA's FAQ: "port visa" describes where and how you apply (at the border, instead of an embassy or consulate abroad), not a visa category. Whatever it is called, the visa you receive is a regular Chinese visa with its own conditions — issued under the special port-visa procedure.

Who can apply — and for what urgent reasons

Three conditions must line up, per the official FAQ:

• You hold an ordinary passport;
• You have an urgent need to enter China;
• You don't have enough time to apply at a Chinese embassy or consulate abroad.

NIA's examples of urgent needs:

The official list ends with "etc." — it is not exhaustive, and you must still be unable to get a visa from an embassy or consulate abroad in time.

Where: 99 ports in 72 cities

As of the FAQ's publication (2024-02-29), port visa services were offered at 99 ports in 72 cities nationwide — cities with large numbers of international flights and foreign arrivals. NIA does not publish the port-by-port list on the FAQ page itself: for the major port visa authorities and their contact information, the official answer is to visit the National Immigration Administration's official website. Confirm your specific port with NIA directly — this page does not reproduce an unofficial port list.

Documents and process

To apply, you submit:

• Your valid passport or other international travel document;
• Supporting documents evidencing the urgent reason(s) for your entry — NIA's business example: the inviting party's invitation letter explaining the business purposes, details of the emergency and main itinerary arrangements, plus relevant proof of the emergency.

Then you complete all procedures as required by the port visa authority in charge, and — once the visa is issued — enter China through the port where you applied.

Apply in advance — the officially recommended flow

You can apply on site upon arrival, but NIA's recommendation is explicit:

1. Submit your application in advance to the port visa authority at your intended destination — by yourself or through your inviting party;
2. Obtain preliminary approval from that authority;
3. Go to the corresponding port and complete the visa application there.

The stated reason: if you arrive without preliminary approval and are found legally ineligible for visa issuance or entry, you will be refused at the port — disrupting your trip and adding economic and time costs.

Tourist groups: the Chinese travel agency applies

Foreign tourist groups do not apply individually. For groups of two or more people, the Chinese travel agency responsible for organizing and receiving the group must apply in advance to the relevant port visa authority, submitting:

• Invitation letters
• Lists of personnel
• Tourist reception plans

Group tourist port visa holders may enter and exit China through all open ports — not just the port of application.
