Quick answer: the first-month checklist on one timeline

The core of your first month working in China is completing the work-legality chain that your Z visa started. The official process runs: employer gets the Work Permit Notification abroad → you enter on the Z visa → within 15 days of entry the employer files for the Work Permit cardwithin 30 days of entry you apply for the work-type residence permit at the PSB exit-entry department. Miss neither window: the residence permit — not the visa — is your long-term legal basis to live and work here.

While those clocks run, the survival lane from your first week checklist hands over to the payroll lane: the registration receipt you collected in week one becomes a required document for the residence permit and the bank account; the bank account becomes your salary card; and once the work permit exists, social insurance enrollment becomes mandatory with a social security card to show for it.

The two arrival clocks: 15 days for the permit card, 30 days for the residence permit

Both windows are counted from your entry date with a valid visa, per the official work permit FAQ:

Day 0–15: the Work Permit card 15-day clock

Within 15 days of your entry, your employer applies online for the Foreigner's Work Permit (外国人工作许可证) through the official system and collects the card at the local work-permit administration. The filing is the employer's obligation, but the legal consequences land on you: until the card exists, your employment is not yet inside the legal-employment definition. Ask HR for the filing receipt — it takes one message and tells you the clock is being honored.

Day 0–30: the work-type residence permit 30-day clock

Within 30 days of entry, you apply in person at the exit-entry department of the public security organ at or above prefecture-level city where your employer is located — with your passport, the work permit, and the employer's certification letter. Validity runs on tiers from the official NIA schedule: up to 1 year as the standard case, up to 2 years for employees of registered entities with a good track record, and up to 5 years for high-level talent, urgently-needed professionals and investors. The full fees-and-process walkthrough lives in our China residence permit guide; the permit chain itself is covered end to end in the China work permit guide.

Why these two clocks cascade: the 30-day residence permit application requires the work permit as supporting material. If the employer misses the 15-day filing, your 30-day window is already burning. Both deadlines are fixed application windows from entry — they do not pause for weekends, HR workload, or onboarding tours. And before you even board the plane, make sure the employer itself passes the checklist in our guide to vetting a Chinese employer: an employer that cannot produce a Work Permit Notification will never get you to these clocks at all.

First month working in China: the checklist, item by item

Six boxes, in the order they unlock each other. The first two are the legal chain; the rest are payroll and daily-life infrastructure.

Work Permit card collected 外国人工作许可证

Clock: Employer files within 15 days of your entry. Your employer applies online for the Foreigner's Work Permit within 15 days of your entry with a valid visa, and collects the card at the local work-permit administration. Chase HR for the filing date — this clock is theirs, but the job is not fully legal until the card exists.

Work-type residence permit application filed 工作类居留许可

Clock: Within 30 days of your entry. You apply in person at the exit-entry department of the public security organ at or above prefecture-level city where your employer is located, with your passport, the work permit, and the employer's certification letter. This replaces your Z visa as your long-term legal basis to stay.

Police (accommodation) registration receipt in hand 住宿登记

Clock: Within 24 hours of each address. Hotels register you automatically; in a private apartment you or your landlord must register at the local police station. The receipt is a prerequisite document for the residence permit application and most bank account openings.

Salary bank account opened 工资卡

Clock: Weeks 2–4, once registration + work documents exist. With your police registration receipt, passport, and work documents, open a local RMB account so your employer can pay your salary and auto-deduct social insurance and individual income tax.

Social insurance enrollment verified + social security card applied 社保卡

Clock: Employer registers within 30 days of your employment document. Enrollment in all five insurances is mandatory from the moment you hold the employment documents; the social insurance agency establishes your social security number and issues the PRC social security card.

Phone number real-name registered under your passport 手机号实名

Clock: Day 1, before anything else. Every Chinese SIM is registered to an ID. Your passport-registered number is what banking, payment apps and government service bookings verify against.

Police registration: the receipt that unlocks everything else

Every foreigner staying overnight in China registers their address with the local police — hotels do it automatically at check-in; in a private apartment you or your landlord do it at the neighborhood police station, and since 2026 seven pilot provinces also accept an online filing with the same legal effect. The deadline is 24 hours after arrival at each new address.

For your first month at work, the receipt (临时住宿登记表) is not bureaucracy for its own sake: the residence permit application and most bank account openings require it. If you move apartments during month one, re-register at the new address. The full procedure — documents, the online-filing pilots, and what to do when you change address — is in our China accommodation registration guide.

The salary bank account: from week-one account to 工资卡

Your week-one bank account (passport, Chinese phone number, police registration receipt — the process in the first week checklist) now changes jobs: it becomes your salary card. Give the account details to your employer's HR and the same card will carry:

  • your monthly RMB salary transfer;
  • the automatic social insurance contributions (your employee share, withheld by the employer);
  • the withholding for individual income tax on your employment income.

Practical ordering: open the account after you have the police registration receipt and ideally your work permit, because some banks ask for work or study documents when the visa is a work visa — a tourist-period account opened in week one may need a tier upgrade once your documents mature. How the payroll deductions and the tax residence rules interact is walked through in our work, contract and tax guide.

Social insurance and the social security card in month one

The moment you hold the employment documents — the Foreigner's Work Permit plus the residence permit — China's social insurance rules for employed foreigners apply in full: your employer must enroll you in all five insurances (basic pension, basic medical, work injury, unemployment, maternity), with both the employer and you paying contributions, and register you for social insurance within 30 days of the employment document. Enrollment is not a benefit your employer can opt out of, and it is not tied to nationality: it attaches to legal employment.

Two card-level details worth knowing in month one. First, the social insurance agency establishes your social security number and issues the People's Republic of China social security card (中华人民共和国社会保障卡) — the rules require the card to be issued, but the physical collection procedure is organized city by city, so the honest answer to "when do I get the card" is: ask your employer's HR for the local process. Second, if your home country has a bilateral social security agreement with China, that agreement decides which contributions are waived during posted or covered periods — twelve countries' agreements are currently in force. The contribution mechanics and the tax interaction are detailed in the work, contract and tax guide.

Phone number real-name registration

This box was actually ticked on day one: every Chinese SIM card is real-name registered to an ID document, and for foreigners that means your passport. Nothing new happens in month one beyond keeping the number alive — but do keep it, because your bank's SMS verification, your social insurance app logins, your residence permit appointment and virtually every government service booking verify against that passport-registered number. The carrier and setup details live in the first week checklist; this page just flags the dependency so you don't swap numbers mid-clock.

Reading note: the 15-day and 30-day post-entry clocks run in calendar days from entry — a Friday landing spends the weekend inside your window. The 30-day social insurance registration clock runs from the employment document, which in the standard chain is the work permit — so it typically completes after, not before, the residence permit arrives.

Frequently Asked Questions

What should I do in my first month working in China?

Five things, on fixed clocks: keep the police registration receipt for your address, make sure your employer files for the Work Permit card within 15 days of your entry, apply for the work-type residence permit within 30 days of entry, open a local bank account to receive your salary, and verify your employer enrolls you in social insurance and helps you get the social security card. Your first week checklist covers SIM card, payments apps and day-one setup; the first month is when the work-legality chain completes.

What is the 15-day work permit rule after entering China?

Under the official work permit FAQ, a foreigner who entered China with a valid visa (typically the Z visa) must have the employer apply online for the Foreigner's Work Permit (外国人工作许可证) within 15 days of entry; the physical card is then collected at the local work-permit administration. The clock starts on your entry date, and the filing is the employer's job — but the legal-employment definition requires the permit, so treat a missed filing as an urgent problem, not an HR footnote.

What is the 30-day residence permit rule for Z visa holders?

Within 30 days of entry, you must apply in person for a work-type residence permit at the exit-entry department of the public security organ at or above prefecture-level city where your employer is located. You submit your passport, the work permit, and the employer's certification letter. The issued residence permit — valid up to 1 year, up to 2 years for employees of well-tracked employers, or up to 5 years for high-level talent — is what lets you live and keep working in China long term; your Z visa was only the entry document.

Do I still need police registration if my employer arranged my housing?

Yes — the registration obligation follows your overnight address, not your employment. If you live in a hotel or serviced apartment, the property registers you automatically at check-in. In a private apartment, you or your landlord register at the neighborhood police station (or via the online filing pilots). Even when HR 'handled everything', keep the registration receipt yourself: the residence permit application and most bank account openings ask for it.

How do I set up a salary bank account (工资卡) in China?

Once your first-week basics exist — passport, Chinese phone number, police registration receipt — take them plus your work documents to a bank branch; Bank of China and other major banks' main branches routinely handle foreigners. The account receives your RMB salary and carries the automatic deductions for social insurance contributions and individual income tax, so your payslip and your card stay in sync. This is the same account-opening process from week one, repurposed as your salary card.

When do I get social insurance and a social security card in China?

From the moment you hold the employment documents (the Foreigner's Work Permit plus residence permit), your employer must enroll you in all five insurances — pension, medical, work injury, unemployment and maternity — with both sides paying contributions, and register you for social insurance within 30 days of the employment document. The social insurance agency establishes your social security number and issues the People's Republic of China social security card; how the physical card is collected is organized city by city, so ask your employer's HR for the local procedure.

What happens if a first-month deadline is missed?

The 15-day and 30-day windows are fixed statutory application clocks counted from your entry, and the 30-day residence permit application needs the work permit in hand — so a delay cascades. Working or staying outside the legal chain puts you outside the legal-employment definition and can jeopardize the residence permit decision. If HR is late on the 15-day filing, escalate immediately; if the 30-day window is at risk, contact the local exit-entry department about your specific situation rather than letting the date pass silently.

How is the first month different from the first week in China?

The first week is arrival logistics: SIM card, WeChat Pay and Alipay, payments setup, police registration, and a basic bank account. The first month is the work-legality and payroll lane: the Work Permit card (15-day clock), the work-type residence permit (30-day clock), converting that week-one bank account into your salary card, and social insurance enrollment with the social security card. The two checklists are sequenced — week one gets you functional, month one gets you legal and paid.
